Genrally speaking, negative rep should only be given to someone who's post or behaviour is unacceptable, not simply because you dont like what they say, or dont agree with it. |

Correct me if I'm wrong, but I'm pretty sure that the amount of rep you can give is based on your post count, not on your current rep. And, if you have less than 50 posts, you can't give good or bad rep.
