What qualifies a rookie to be one?

I tried looking through the threads and kept searching around but I wanted to know if a team became inactive, how long do they have to be inactive to be considered to be a rookie again? I got asked this question and I wasn't sure how to respond because I don't know but I do know veteran teams that were considered rookie teams again I just don't know how long they were inactive before they found sponsors again. We were discussing bringing back my old team and perhaps help out other teams that became inactive (Colorado lost 13 teams this year, we have no Colorado rookie teams

this season )

Rookie status criteria are listed here. Looks like the answer to your question is "three inactive years."
