can some1 plz tell me what exactly needs to go in the crate and what is optional

Any part of the robot that is not in the with holding allowence as specified in the robot section should be in the crate, do know that the rest should not weigh more than 40 pounds. You can put in the drivers console, tools or batteries (read section 4 for legal restrictions on batteries). I would suggest some padding or insulation and hooks for attaching the robot.

It will depend on the logistics of your team location and where you are competing.
Teams that travel to a local venue, usually bring their tools and other related-items with them separate from the robot/crate. The advantage is saving on transportation costs.

Other teams like ourselves have to travel over 2,500 miles worth of ocean/land before even getting to the nearest competition in the mainland USA. This means that we are forced to include more items such as spare robot parts, tools, and items that are too inconvenient to bring on a plane.
Furthermore, with airlines charging between $15-50 for additional checked-in baggages, it makes it much more difficult and expensive to bring items with us to events. Our crate has averaged 1,000 pounds total weight since 2005. I'm not exaggerating either.

our regionals r close to home. and we bring our tools with us. i've been reading section 4 but it is not specific as to what has to go in the crate. i know batteries r optional and this year i don't think we are shipping them with it. but what else has to go in? this is kinda frustrating

This should answer your question.

The withholding allowance is 40 lbs of fabricated items, with the operator console included automatically except for weight. COTS items are not counted. (<R35> and <R36>)
