Can Some one please let me know if we are allowed to use Victors for our electrical system. I was not able to find anything about it in the manual.

Victors are included in the Rookie KoP.

So, according to <R27-A>, they are legal.

The contents of the rookie kit defines this for you. I believe there is a victor in the rookie kit so, yes, victors are allowable. Since the vexrobotics website lists them as FIRST legal, I'd say that's plenty of confirmation, too.
