My Big Problem of LabView FRC

Hello, altough I installed LabView 8.6 and all the FRC Tools and FRC Tools's updates I see this:

I can't see Create New FRC Robot Project dialog box.
I see this:

From what i can tell the LV version 3 update has not been installed.
The update is found at http://joule.ni.com/nidu/cds/view/p/id/2261
