We recently purchased the "NCDGBN25-2400-X142US" cylinder from Bimba and we want to know, is this legal to use?

Rated for a burst pressure of at least 250psi?
Listed in <R66>? Yes(letter J)
Not listed in <R67>?

If the answer to all of these questions is yes, then it is legal.
