Submission- 18 or older?

What exactly does this mean? Does it mean that one of the team members added to the Autodesk registration page has to be 18 or older, and the final submission should be done through their account? Or does the "leader" of the team have to be 18 or older?

The submission has to be done by an 18+ through their account. I registered in order to make the submission for my team a few times...
