Motors Spinning on Victor Motor Controller

Hello from team 3469, the Spanish Inquisition located in Mobile, Al!

We are using four Victor 884 motor controllers to control our CIM motors from the rookie starting kit. As soon as the robot becomes powered, the Victors have a repeating orange / yellow light and the motors spin at full power. This occurs if it is connected to the PWM or not. These are brand new, straight out of the box motor controllers. What could be going wrong here?

does this happen with all the victors you have?

does this happen when they are connected to 12v outside of the normal power distribution system?

could you post a picture of your wiring?
