When does the robot have to be bagged?

OK, so the due date for the robot is Tuesday, and we are bagging and tagging it. we need our principle to sign off on it and yada yada yada. that much is clear. what isn't clear is the time we have to have the robot finished and bagged by (except for the stuff in the withholding allowance of course)

do we need it bagged by 12:01 Tuesday morning, or 11:59 Tuesday night? or is it some other time during the day?

Section 5.2 states you must cease work "On or before" the ship deadline. That means that you can cease working on your robot on Tuesday. 11:59pm (local time) Tuesday is STILL Tuesday. So long as your robot is SHIPPED or in a BAG before your watch says "Wednesday", you're okay.

This also means that teams on the West Coast get an extra three hours of build... compensation for getting up early to watch kickoff. Teams in Australia, though, lose out a bit.
