Starting a Team

I've been meaning to start a team for the kids in my area with the help of a few adults and such but we've kept putting it off because school hasn't started and it was going to be too hard to get to our target kids without school. Anyways, is it too late to start and register a team? Whatever you're answer may be, do you have any recommendations as to how to go about it?
