Does this rule imply that every game will start off tied 6 to 6?

have all appendages within its Frame Perimeter. The Robot must be in contact with its Key, and may contain up to
two Basketballs.
Violation: Disabled for the Match and re-Inspection if an illegal Robot

Your key is on the side furthest from your alliance station.

They don't want a team's autonomous to be a full reverse into the other aliance's key, potentially destroying robots and earning a tech foul/DQ. Just a preventative measure, I believe.

It is also likely that this rule will prevent a Kinect controlled robot from interfering with the opposing robots that are trying to score in autonomous mode. Those robots start in the key but may drive out of that safe zone as part of their strategy.
