We also experienced this problem when re-imaging and old laptop with the new classmate image. The graphics card was not correctly configured and it made it impossible to reach the exit button and get to developer mode to edit the configuration. The solution to this problem is the hit the windows key and "L" at the same time. This takes a windows user back to the login screen and will allow you to login to developer.
