Is it legal to have 1 jaguar power two cims? If not please post the rule/rules the prohibit it.

No ILLEGAL

<R42> Each power-regulating device (speed controller or relay module) shall control one and only one electrical load (motor, actuator or compressor).
Exception: Multiple low-load, pneumatic solenoid valves may be connected to a single relay module. This would allow one relay module to drive multiple pneumatic actions. No other electrical load can be connected to a relay module used in this manner.

Its illegal as stated above, also you would be looking at drawing current for not only one motor but two and according to Banebots the peak current for one CIM 19.8 Amps, double that you get really close to 40 Amps which mean you'll probably blow a fuse on the PD

Things tend to catch on fire if we don't follow the rules. While I will agree with you ahead of time that your team's robot would never catch on fire due to stalled motors going through circuitry that cannot handle all of that current, consider that FIRST doesn't want any of the 2000 teams' robots to catch fire. Thus we all must follow safety guidelines.

the peak current for a CIM is MUCH higher than 19.8 Amps. I think it's 198 amps, or along those lines (maybe 133 - but my point is it's over 100)

I think your thinking about Stall Current...but yes either way over the limitations of the system

CIM stall current is 133 amps. To put that in perspective check the protection specs for the Jaguar.
