All of them, SAFE MODE included, should be
off to start with.
The CONSOLE OUT switch can be turned
on if you want to attach a terminal to the cRIO's serial port (but don't do that if you're using a serial-to-CAN converter such as a Black Jaguar). The NO APP switch has no effect on anything other than LabVIEW programs. The USER1 switch can be read by software and can be set to whatever you want it to be.
