Ian,
There is a surface mount LED next to the RSL output connector. Is that flashing when you enable your robot? That LED is in parallel with the output connector. If it is flashing then you have an issue with the RSL wiring. Most often if the surface mount LED is not flashing is that the DSC is not receiving power. All three power LEDs must be on. The +5 may illuminate when the DSC is connected to the CRio but not all three. The DSC must be fed from a dedicated 20 amp circuit on the PD connected to the connector next to the RSL connector.
***You do have the jumper in place on the RSL as shown in the wiring diagram?

Al called it, this is the issue.

Power it from the PD and you should be good.

Thank you for mentioning this. I had full faith in the wiring team's knowledge of the wiring diagram, and they told me over and over that it was supposed to be plugged into the dedicated 5v plug.

After you mentioned this I looked up the wiring diagram (I'm mostly a mechanical engineer so I'm not completely intamite with how everything needs to be wired) and sure enough the DSC is supposed to be connected to a 20A breaker on the side of the PDB not the 5v slot which is used for the Dlink. I suppose we could also have swapped the 5v Dlink onto the 5v slot and remove the 12-5v converter heat sink from the KOP. Would that also work? or does it have to be in a side port on the 20A breaker?

Either way the RSL works now thank you for the help.

Nope,
The dedicated 12 volt output that should now feed the 5 volt convertor for the Dlink is specially designed to supply 12 volts even as the battery voltage falls to 5.5 volts and below. The power supplies in the DSC will regulate even with the battery down to about 6.5-7 volts and can handle short drops below that. Connecting a 5 volt source to the power input on the DSC will not provide the voltages required for the DSC electronics.
