Unhappy Setting Up Secondary Driverstation

Okay, I have been having trouble for the past 4 weeks on setting up our secondary netbook. I have netbeans 6.9.1 and all plugins installed. I have the driverstation software installed, along with all .dll files and everything needed. When I try to compile and build that code, I get a "java.net.ConnectException: Connection timed out: connect" error. We are using a HP Mini 110-3000, using Windows 7 Home Premium. Any help would be useful.

Check your ip: it should be 10.29.74.6 and subnet should be 255.0.0.0

Ipv4 or Ipv6? What should the default gateway be? And what about the DNS server addresses?

Should be IPV4 we disabled IPV6,
DNS server leave it blank.
