For some teams, yes, tool boxes on the provided table IS their pit set-up, but other teams have additional decorations and storage spaces, which is what the rule is really aimed at. If you look at the agenda for FiM events (ex. Kettering here: http://www.firstinmichigan.us/FRC_20...FRC/agenda.pdf ) you can see that the pits are OPEN on Thursday evening. It is not just a drop-off.
Contrast this to the FLR agenda here: http://www.usfirst.org/uploadedfiles...ROC_Agenda.pdf Wednesday is noted "for drop-off only". While it does say "Pits close", that only indicates when drop-off ends. On Thursday there is an additional drop-off time at 7:45, and then the pits open at 8:30.
