Yes, this is correct. 33 seeded first and picked second seed 2137. Third seed 3536 got the next pick and took 1322. Then, 894 picked 27. No teams declined to be picked during the entire process.

If you're a little confused by who got which seed (which is understandable considering that 302 is displayed as having played 11 matches, while everybody else is at 12) you can refer to the official page.
