I'm sure that this is written somewhere, but I haven't had time to check (physics midterm). Is it legal for two people to drive the robot? I mean having one person actually drive and a second person activate manipulators.

Most teams have A driver and an operator. As long as they are High School students on the team doesn't matter if you have or two people.

High school students. I'm a teenage mentor and I wouldn't be allowed to physically drive the robot.

Two high school students are allowed to directly control the actions of the robot.

A third is selected as human player or analyst.

A fourth member acts as drive coach. The drive coach can be any age, but cannot touch the controls. If they do touch the controls, it's a penalty of some kind.
