Is the foam intended as a bumper for hitting the top or bottom of the tower?

Team 241 experimented with 1/16" thick latex surgical tubing and a hand air pump...

I felt sort of naked making animal balloons without clown makeup on.
In addition to making students smile, the balloons can also provide cushion without adding much weight to the robot.

I don't know if this fits into the rules, but you can buy solid PVC rod from McMaster-Carr.
