Unfortunately this is my first year not attending the Colorado Regional but I'm pretty sure I know what you're asking.
It's this balcony type area that is strictly for scouting only. There should be tables and chairs. When you get to Magness (inside Ritchie Center), You'll see a huge banner(made by me  ) that says "Team Scouting". It's a nice place to meet the other scouting sub-teams of other teams as well. It's the perfect place to watch all the matches.
