Does anyone have this document such that the font is actually legible? Opening it in Chrome's pdf viewer all of the text looks like crap and I can't read it.

That's not a Chrome issue, that's a "Take an 8.5"x11" printed copy, draw on some more highlighting, and scan it back into the computer as a JPEG" issue.
