Depending on tire slippage, friction, motor loading, etc expect ~5:1 gear ratio for 4" wheels at 15FPS.
5,300 RPM x 80% / [15FPS x 60sec/min / (3.14 x 4"Dia/12)]
Check your calculations. Perhaps you are reading 30Amps per motor for a total of 120.
