There are two possibilities: Juggling is an exception to this rule or you may not throw balls to eachother.

Only Inbounders may contact Basketballs; each Inbounder may hold a maximum of two Basketballs. During Teleop, Inbounders must remove Basketballs from the Corral immediately upon arrival. All Basketballs in the Alliance Station must be held by Inbounders once removed from the Corral.

I'm rather glad of this new design. It breaks the large possibility if it were the opposite way of a 469-style 2010 repeat.

But you have to work together with your alliance to score in multiple hoops in quick succession to make this viable.

Indeed! Or not, if your opponent doesn't have a designated ball-distributor!
