This is a stuck ball. It may take the ball out of play, but otherwise, there is no problem. Every robot on the field now has to deal with the situation of having only 17 balls to score with. If the field crew can deal with it, they will, if not, then everyone plays with fewer balls, but no one on the field gets an advantage by that.
Same as when tubes got stuck on nets and poles last year. Dr. Bob "Chairman's award isn't about building a robot; every team builds a robot."
