Bumper Rules

If the bumpers are allowed to only be 8in from every corner, does that mean from the side of the bumpers or from the perimeter of the robots dimensions?

no, you are misunderstanding the rules.

the bumpers must cover a minimum of 8" from each corner of the bumper perimiter (base frame). you can have more perimeter bumper coverage than that, but no less.

No where in that rule does it say frame perimeter. It also doesn't specify if its the vertex of the frame or bumpers.
