Are LED's Legal?

For the retro-reflective tape we are allowed to use an LED apparatus, so long as it is wired into the board, correct?

You'll need to be a bit more clear about how you intend to wire the LEDs, their type and their purpose. (Some wiring methods and some kinds of LEDs would be illegal, and light sources could potentially be illegal depending on how they're used.)
