It's always been that way. Teams just decided to ignore it (it would help if FIRST imposed CONSEQUENCES on teams disobeying the rule).

Actually, I think that was last week's update.

I really don't like them sorting by Administrative/Game Manual instead of by date.

deduct 2 seeding points for each audible infraction. Unless the judge/ref likes the tune? Or is it a safety issue? No def jam inside the frame perimeter.
