Power Issue

We have 2012 12v Battery,
using a multimeter, we get ~16-17v

but on the driver station we get low 11v to 7v.
the battery hasn't really dropped that much, the CRIO is still on and the 24v light on the fuse box is on, so it's still getting enough power to power the cRio

however the motors are slowing down and stopping.

any suggestions on whats going on?
