I've had to reset the camera twice before it actually reset; perhaps it's just easy to think you've reset it when you haven't. Try the factory reset a few more times before you give up on it.
As for the Imaging tool, your problems make it sound like you are using the old one. Is it possible that you've downloaded the new tool but are accidentally running the old tool?
