About the first 10 seconds
Is the first 10seconds of human play part of the two minute time limit?

No.
"A match consists of a 10-second Human Player Period, a 15-second Autonomous Control Period, and a 1 minute and 45 second Remote Control Period" - Last part of the first paragraph in the manual |

Not if you consider it a seperate part, but including the 10 seconds, a total match time is 2 minutes 10 seconds this year.
