What does Stop Build Day mean?

Stop Build Day is Tuesday, February 21st.

The manual says, "All teams must cease work on their robot on or before Stop Build Day... Note that Stop Build Day is a specific date, so you may work on your robot until that date turns in to the next date. In other words, you may work on your robot until midnight on that date, in whatever time zone you are working."

One of the email blasts says, "On this day your team MUST stop work on your robot and seal it in the bag provided in your Kit of Parts, with the tag from your Kit of Parts. You may work on your robot until midnight local time, but the seal must be on the bag when the clock strikes midnight!"

Does this mean that our deadline to "stop working" and to "seal" are at the same time?

And when exactly is the deadline? Both the manual and the blast leave the date ambiguous. Does it mean Feb 21, 12:00:00am localtime, or does it mean one second after Feb 21, 11:59:59pm localtime?
