Volts.
the VOLTS output on my driver station, is not being updated. It's stuck at about 17.5 volts.

Try a different analog breakout. That sounds like the reading you'd get if one of the resistors in the battery sense voltage divider is open or missing.

I ran into a team with this issue during an inspection last year. It was discovered that they wired the 24V from the PD to the analog bumper instead of the solenoid bumper. I believe that they had pulled the cRio as part of thier witholding and accidentally swapped the connectors when reinstalling it.
