One possible thing to do is to gear it down by attaching a small gear to the output shaft of the motor, and a larger gear to the shaft of the bridge tipper. This will not only slow it down, but give you more torque to push down the bridge with. This is your best option.

If not, use software to use your jaguar/victor to control the speed. You will get the decrease of speed, however you won't get the increase of torque, something I highly suggest you try to do.
