Axis Camera Takes long time to initialize

We have an Axis 206 Camera on our robot and it works but every time we turn the robot off and then back on it takes several minutes (say 10-20) to turn green. If we do a manual reset of the camera it turns green almost instantly.

The camera is plugged into the d-link on the robot and powered on by the slot on the power distribution board for the camera. From the D-link to the camera is a cross over wire.

Enabling and disabling do nothing to remedy this problem.
