I was just wondering, are there any specific rules in getting LED under glow?

LED's used for that purpose would be considered Custom Circuits, and would need to follow the appropriate wire size guidelines. Other than that, there aren't really any rules restricting their usage!

They also can't be a distraction to other teams.
Examples would be very bright, or flashing rapidly.
