It's on the Getting Started window. The first window that comes up when you start LabVIEW.

Under New you'll see FRC Dashboard Project

You must have installed the FRC LabVIEW (from the KOP stick)
and the LabVIEW Update

Optionally, other pieces like Utilities. Check the bottom of the control system page.
