My guess is that it moves the roller belts in and out, so that the balls can que at the bottom of the conveyor. When they are ready to shoot they engage the cylinder which move the belt closer and the balls get loaded into the shooter.

I agree the "cage" like thing is within the frame perimeter. I was referring to what is in the very bottom left corner of the first picture. It looks like you can see some of their orange belt sticking out from the bumpers.
