It's actually quite easy to brownout the Jaguars already with the sorts of systems common to this competition. As I have suggested elsewhere it's a shame that the Jaguars don't have a separate place to insert power for their logic (something common to older educational robot designs), a lower drop out regulator or more energy storage (larger capacitor, battery, etc).

Of course the bigger problem with the brownout as it is, is that if you're not in the default modes you have no non-volatile place to store things if you do brownout. If that changed perhaps it would be less an issue.
