The obvious requirement is that the bottom of the bumper be no less than 2 inches nor more than 7 inches from the floor. That volume must be empty, of course, else either the bumper or the frame perimeter would be redefined.

If you can state what you were trying to do under the bumper, the readers here will be able to give you a more precise opinion.
