My test robot runs DD-WRT. Hack the routers, streamline the protocol or just run UDP if you don't want the overhead of TCP/IP. So what if it ends up being 802.11ish...that's just a few million sources of interference you don't need to bother with. Besides there's no rule you have to transmit IP at all, or even this sort of traffic at any level in that particular range. Course eventually you'll get the FCC's attention if you go too crazy, but that sort of stuff shouldn't need to happen for what you ask.
