Good start.
I'd also at least mention CAN.
Other handy steps:
Do other Jaguars worK? Y -> Does this jaguar work in their PWM?
Are all three PWM pis actually in the holes? (Not tilted connector or bent pins)
Is the LED solid Red or Solid Green? (Motor is trying to drive!)
Also note that the LED might be off if the drive is enabled, but the commanded movement is 0.5 or -0.5.
