That specific backhoe wasn't designed to do that, but they are specially made backhoes which are intended to do just that.

First of all, the video posted by huberje is not of a backhoe, it is of an excavator. Second, both are designed to handle the situations shown, the backhoe just has modified outriggers to help it attach to rail cars.

Here is a promotional video showing some of what excavators are designed to handle.

Look up the Menzi Muck if you want to see a excavator built for extreme terrain.
