Chairmans award
Do you know if a team can submit thier chairmans award at districts if they won the previous year at both districts and states?

Until you win the Chairman's award at Worlds you can submit for Chairman's every year. Once you win chairman's at worlds you have to wait 5 years before you can start submitting again.
