By interpretation of this is that, because teams who won CCA prior to 2007 and eligible to submit for RCA this year, they would also be eligible for CCA again if they were selected for that honor.

She means one winner selected per year. (right?) I have to agree. You are the one for that year. Though then again, that's probably not really congruous with reality. I guess it's possible.
