I would assume, at least until further notice from those that know, that:

1) There will be a full field of teams at IRI, as advertised.
2) There were teams that for whatever reason needed extra time, and have notified IRI organizers. These teams wouldn't necessarily show up on the list as fully paid, but would be fully confirmed. (Or vice-versa.)
3) There would be a number of teams that applied but did not get in. I remember that in the past they've sometimes had to call on some of said teams to fill in the field.
