Angry Materials for traction

I have a few questions.
Are we allowed to use mouse pads, foam core or perhaps rubber for traction on a device to be lowered from the bottom of the robot?

Specifically, rule M17 states that traction devices may be bought or manufactured, implying that a material like foam core would be allowed on the robot. On the other hand however, rule K2 states that "if a part category [traction devices] does not list the part [foam core] you wish to use, then it is not allowed." Could you please provide clarification of these rules.
