Robot parts shall not be made from hazardous materials, be unsafe, cause an unsafe condition, or interfere with the operation of other Robots. Examples of items that will violate this rule include (but are not limited to): Exposed lasers other than Class I.
G02 prohibits the use lasers that are not part of the robot. Therefore the use of a laser must be part of the robot. R08 D prohibits any laser that is part of the robot that is not Class I.

In other words, if you want to use a Class II (or III, or higher) laser for alignment, you can't. But, if you want to use a Class I laser mounted on the robot for alignment, at any point in the match, knock yourself out (though I do suggest making sure that the use of such a device doesn't violate any robot rules first--you never know when the GDC will slide in a rule about any robot with a laser must do a laser light show on the floor of the field or face a 50-point penalty ).

Yes, G02 is prematch only. But anything left on the field after prematch needs to be mounted on the robot...

To make it easier to find, at what point in the video is that being shown? Is it just at the 2:10ish mark for the automodes?
At the very end the camera zooms in on the laser (it's on the top of that pole attached to the shooter). At ~2:13ish (the autonomous modes shots) if you watch the backboard reflective tape you can see the laser hit the reflective tape. That is the laser auto-aim function in action.
