No.
The reset won't clear memory. You have to use the FRC cRIO Imaging Tool to accomplish that.

In unusual cases,

The 4-slot reset can be used to boot the cRIO into Safe Mode, (the 8-slot uses the Safe Mode DIP switch)
Then (while in Safe Mode) the Imaging Tool is used to wipe and reformat the cRIO.
Afterwards, and out of Safe Mode, the FRC image needs to be installed by the Imaging tool,
Then the user code reloaded.
