If I understand it right, the leader of the team must appoint me to be a submitter on STIMS for me to access the submission page?

Yes, that is correct. They'll see a checkbox next to your name on the roster. After checking the box, you'll receive an email informing you that you have the ability to submit awards (and you'll see those fields in STIMS).
